I think it was because he carried his weapon onto property that was posted as "gun free". The mall is private property, the owner has the right to say weapons aren't allowed, so technically he broke that law.
Its one of those things that many legal CCW holders do and no ones the wiser unless you have to use it. And if you have to use it, its worth eating the lesser charge to protect yourself and/or family.
Yeah, its kinda fucked up, but thats how the law works sometimes unfortunately.
