I’m pretty sure the intent is to get into the wheelchair in time so that if they get attacked, it looks like someone beating a disabled person.

But it’s still not thought out well regardless.

  1. he makes you flinch because you think he is about to hit you

  2. he sit quickly so you both realise that A. he wasn't trying to hit you B. if you start swinging anyways you'll look like you are beating a paraplegic.

  3. you give a confused reaction he can clip

Fortunately, he couldn't complete step 2, so that dude had every reason to believe someone was actually swinging on him.
