This is AI generated. No hate on OP (unless they generated the video and are spreading unnecessary false information). There is a absolute ton of AI generated "deep sea" videos. As a marine scientist, I have to admit that they look pretty real, but if you know what to look for there is always serious morphological/anatomical issues or behavioral issues that give them away. I truly don't understand the point of generating these videos since there are tons of amazing, real videos of batfish, including the red-lipped type being inaccurately shown here.

In this case there are both anatomical and behavioral issues. The pectoral fins are wrong for teleost (ray finned) fish like the batfish and more closely resemble the pectoral fins of cartilagenous fish, like sharks. Behaviorally, while batfish do prop themselves on on their little leg-like fins (pelvic fins) they don't independently articulate them to walk like in the video.
