You don't need CD on stellar radiance I guess, since it will summon and refresh it's duration on Stellar reaction given if the Traveler have that passive that replaces the reaction to stellar

ONLY IF the traveler has the same passive as Sandrone, if it can only be placed using the skill then expect a long ass CD.
But their burst is a coordinated attack similar to Yelan but Cryo

in my experience, fake leaks can be detailed but usually the giveaway is that they're based entirely on information we already know, or confirms popular fandom speculation. some people caught onto this and started doing the opposite, saying things that are the opposite of what people want/expect, but this is still a kind of laser focus that only someone working on limited information will do
real leaks often tend to be about stuff no one could possibly predict or care about

I think they might do something similar to mavuika, where she has some notes of himeko with the claymore, red hair and some smaller overlaps while still not being that similar, more like and "easter egg" for HI3rd players
I hope they do give a nod to bronya in some way, be it by model design or kit similarities like some tech stuff sprinkled here and there (would be comical if they gave her a bike, imagine two archons with motorcycles lol)

The Tsaritsa's CN VA is Liu Xiaoyu 刘校妤, who doesn't seem to voice anyone in any Hoyoverse game, and her JP VA is Tomatsu Haruka 戸松 遥, who voices HSR's Nihilux. So it's very likely she might not be an expy...
