Furina has NEVER been the archon, she was thought to be the archon due to the plan. No one stepping up is not only a part of the plan as the actual archon is the one who made the plan but also people stepping up to challenge your claim or not does not make one an archon. Furina was a fake archon acting the part

Venti while doing some stuff here and there essentially left Mondstadt to their own devices and he is the archon, Zhongli retired and yet he is still the archon, Ei was in seclusion for 500 years and she was still the archon NOT Shogun bot, Nahida was essentially imprisoned while Sages do all the ruling of Sumeru, Nahida was still the archon.

It does NOT matter if she played the role in people’s eyes, she had no divinity, she did not possess the gnosis and most importantly she did not possess the divine throne/authority of Hydro. She possess nothing that makes her the archon, she was just the human part of the archon, stripped from her god self who is the actual archon, simply faking the role. That is why the “hydro archon” could be killed and the divine throne could be shattered without a slightest harm to Furina

Furina’s body was Focalors’ so she has the body of one. If you deny this particular fact, then Xbalanque has never been the archon since he no longer possessed any of it, especially after his one day revival where he neither has the body or divinity.

Same goes for Rukkhadevata and Makoto.

I guess they made the Cryo Archon a tall lady instead of medium is because Columbina became an extra member.

Oh well a Bronya-face would've been unoriginal for Hoyo especially when they been minimizing the character expies, even Mauvika is alot different than Himeko unlike the Raiden expy. Though her name being Anastasia would be fitting for a medium female model too, so I guess that's one of the few things left before the rewrite.
