Arkansas had tried to have a term limit law. Arkansas argued that the 10th amendment opened the door to allowing states to have a recall mechanism because a federal recall mechanism was not defined in the constitution. SCrOTUS ruled against them that they can't do that.

Clarence Thomas, as part of that ruling said: "In keeping with the complexity of our federal system, once the representatives chosen by the people of each State assemble in Congress, they form a national body and are beyond the control of the individual States until the next election."

So, unless an amendment is passed that explicitly adds a recall mechanism to the constitution, odds are, that any recall law created by a state would likely get shot down by SCrOTUS. I would expect any such recall mechanism would be modeled on what many states have - a petition is initiated. If there are enough signatures, there is an election to vote on the removal of the legislator.

What I find interesting about this, is let's say an amendment for recall of US congressional members were to pass. That would mean that senators could be removed. The interesting part is that Thomas may have unwittingly provided rationale to allow for members of one state to begin a national petition to remove a senator that is hated by most sane people in the country. So, as an example, a petition could be initiated from California that goes national to vote for the removal of Ted Cruz.

We need a new constitutional amendment for recall of congressional representatives (including both the House and Senate). We also need term and age limit amendments. Also, an amendment that overturns citizen's united and puts a cap on how much can be spent to support a candidate (not just the candidate's own campaign - but all campaign spending aimed at supporting or harming a candidate) and greatly curtail how long before an election any ads for or against a candidate can be published. I'm sick of seeing ads for candidates for months before an election. I don't need months of constant advertising to figure out who I will and will not support.
