It’s foreign entanglements, deregulation, scapegoating and economic collapse by “gop” administrations, followed by adults coming in, balancing the budget, addressing market collapses in housing, auto, big banks, enduring through and ending global combat, picking up the pieces of a bumbled response to a pandemic… Then… All progress is regressed. Three official NBER recessions occurred in the last 35 years (since roughly late 1991), and all three began while a Republican was president. No recession in that window began under a Democrat. 
NBER dates (the standard source economists use):

• March 2001–November 2001 (dot-com bust + 9/11). Started two months after George W. Bush took office.
• December 2007–June 2009 (Great Recession / housing and financial crisis). Started under George W. Bush; Barack Obama took office in January 2009 while it was still underway and it ended five months later.
• February–April 2020 (COVID lockdowns). Started and ended under Donald Trump. It was the shortest on record. 
No other NBER recession has been declared since. There was no recession under Bill Clinton, none that started under Obama after the inherited 2007–09 downturn, and none under Joe Biden.
Who “rescued” what
The question’s framing (“Republican recession” + “had to rescue”) treats the start date as proof of cause and the next president as the fixer. Start dates are facts; causation is not that simple.
• Recessions are dated by a private research committee using data on output, employment, income, and spending. Presidents do not control the Fed, oil prices, asset bubbles, or pandemics.
• Clinton took office 22 months after the 1990–91 recession officially ended.
• Obama inherited an ongoing deep recession that had already begun 13 months earlier.
• Biden took office nine months after the two-month 2020 recession had already ended.
The same pattern appears if you go back further: most post-WWII recessions began under Republicans, one under Carter (1980). That correlation is real and frequently cited. It is not the same as “Republicans cause recessions and Democrats fix them.” Length of time in office, Fed policy, wars, oil shocks, financial regulation (or lack of it), and luck all matter, and Congress is usually split. 
If the question is simply “how many times did a Democrat take office during or right after a downturn that started under a Republican in this period,” the answer is three (Clinton, Obama, Biden). Trump has added almost $12 trillion to the national debt — meaning he’s responsible for more than 25% of the total debt — while dismantling checks and balances and enriching himself and his criminal family. Oddly, Recessions are usually found after they've started. It's usually categorized by two consecutive quarters or so of negative GDP growth. There can be other indicators, but that's the typical giveaway.

Are we now? Don't know. But the job sector sucks if you aren't in healthcare, gas prices are not helping matters, inflation still sucks, and GDP ticked downward last quarter.

The act was passed but the economy was still on a decline that needed to be corrected clinton had the .com bubble and mishandled the surplus when we had it. Obama upheld monopolies and did huge bailouts to keep the economic numbers in his favor but made no lasting effects or changes that had lasting effects.

I am not a Clinton fan, but he did not mishandle the surplus. W came in and said “why the hell do we have the surplus thing” and cut taxes. In a reoccurring theme, mostly rates for the top earners, capital gains and estate taxes.

The point is to map the financial crises to who actually wields power. Dating back to the Great Depression, they always happen either under complete Democrat control or when Democrats ascend to power in one or (usually) both chambers of Congress.

This isn't rocket science. Democrats are Leftists. Their unifying tent pole is subverting the status quo. Google is free? (Note the last year or trumps presidency was covid, the first 2 of Biden were covid & recovery so we can call equal there). Everything else? The last 2 years of Biden generated more debt than the previous 12ish non vovid years prior? Spending is out of control. The actual problem is spending not taxes or more money. Cut all programs- every international cent and foreign funded job program should be frozen till national unemployment reaches >4%, defense spending should be audited and government contractors should be forced to undergo a yearly audit to make sure theyre not buying coffee cups from their cousin for $26/cup and they dont have 26 receptionists who all happen to be someones niece- but neither party's wants to do that so its become a spending competition that politicians win and the American taxpayer loses.

Huh, that's very strange. Trump was handed a great economy by Obama; then unnecessarily destroyed it before COVID. Trump handed Biden an economy in freefall. Biden fixed the majority of Trump's destruction; then handed Trump a strong economy. Trump then unnecessarily destroyed the economy again in less than three months into his second term.

Gas was due to Trump and his deal with OPEC, Saudi Arabia, and Russia to reduce production. Reduced production while demand doesn't go down causes prices go up. Economy 101.

Also inflation turnaround was better than most for the U.S. every got hit with it, but we had a vmbetter recovery.

Not really. We don't use our own oil and use oil from the middle east. We would have to invest more to do it here then what's already been going on. Unless you do it without regulations, which guess where that led us in the food department.

When Trump left office, we were using more domestic oil than foreign oil. Biden got into office & went back to using more foreign oil & less of our domestic oil. Then he reduced domestic oil drilling on top of that, that had an impact.

Using more foreign oil is cheaper as most oil is cheaper to do so because using more domestic at the rate we do would need more refineries. To donsonto make it cheaper would involve more pipelines.

It's not exactly cheaper. You still pay the same import price, the production, which isn't done by us, is cheaper, but why import, when you have millions of oil reserves you can tap into, that made the US energy independent.

It didn't though, you can't cancel hundreds of thousands of contracts, and oil production climbs. It dropped. It dropped so much that Biden had to dip into the oil reserves to keep the country's availability at a consistent level.
