That building is old and had some remediation for hazardous material, but that speedy of a demolition would have released anything else that was there. The first twelve stories of the Twin Towers were built with asbestos fire insulation around the buildings’ cores. Activists found that out and publicized it in order put a stop to it, with the Port Authority arguing that it wasn’t a factor because there was no way for all that asbestos to ever be released into the environment.

The activists had existing law on their side, and the plaintiffs accepted that leaving the completed 12 floors alone was safer than chiseling out the asbestos (and greatly delaying the towers’ completion). The rest of the floors used a different insulator.

As the tragedy unfolded 25 years ago today, officials wisely closed all of lower Manhattan. The exclusion zone was gradually reduced over months, with repeated, extensive cleanups of building exteriors, air handling equipment, and so on. The officials knew the dust was extremely hazardous.

But they didn’t tell first responders, who started developing symptoms and started to inquire about possible compensation. Faced with monstrous liability stemming from that ill-dated decision to use asbestos in the first place, and the large number of plaintiffs, The Bush administration and Port Authority compounded the grief by flat-out denying that any hazard ever existed and worked to deny every claim. They told people they’d done tests and that it was perfectly safe, leading to more people being exposed during the ongoing cleanup.

Many of them developed cancer and other problems that killed them. One was a friend of mine who died young. NYC and the federal government denied them any help for years. I think it was 2010 Jon Stewart was able to shame congress into passing a bill to help the remaining survivors.
