Yes, that's exactly what's happening.

There is such a release volume that, even with an abysmal hit rate, you still get a decent title every now and then.

The issue is having to filter all the garbage.

The every now and then part is you having to find the non-garbage. The successful discovery only happens now and then when there's only 200 in a sea of shit.

Which is why Valve has been putting a lot of effort into improving their discovery tools this year.
