CD Projekt wanted to put a chain weapon in The Witcher 3 years ago, but it's taken until Songs of the Past because it was 'impossible to do at the time'

It's never just "an engine problem". It's always a mix of the technical capabilities of their tools, and the design they want.
There's absolutely nothing to stop them from making a lower fidelity design with baked animations (as 99% of games do). It probably wasn't what they wanted so they just took a new course.

Is the most commom form CDPR does this, is a way to always keep their name in the news, keep people talking, keep building any sort of antecipation, they have done this FOREVER, i'm seem people starting noticing now, but thats just classic CDPR tatics, even when they have nothing to show.
What i don't know, is if they "incentivize", let's just put that way, outlets and youtubers do make this news for them, but you see it every once in a while, is a way to keep the build up hype and have a good image of the studio. The other option is that youtubers and outlets keep making this because people keep wanting to see anything about the games so is an easy click.
These days, after you notice this, is really annoying, on the other hand, you have a studio like the Playstation ones, where they just shut up and make the game, and talk about when the time is right, like Intergalatic, or the new GOW, the game is coming up in less than an year, if it was CDPR you just know that would be a fucking nothing burger news every fucking week, it feels very artificial and forced. just marketing.
Again why the outlets and youtubers do this, specially after the cyberpunk fiasco on launch, i don't know, hope they getting some for it, or else they are just playing CDPRs free marketing game.

Drops sometime next year. Gonna set up the story of Witcher 4 if I’m not mistaken.
Just as cool and interesting: Witcher 3 is gonna get a pretty massive update this month that’ll overhaul a bunch of stuff. Improved combat, reworked skill trees and they moved everything over to the Cyberpunk engine to add in a bunch of cool graphics tech.

The Witcher games are very static feeling. You can't interact with the world much. Quest objectives are just huge highlighted objects rather than the actual individual object that you're looking for. Look at cyberpunk. So much of the world is faked out. It doesn't surprise me at all that they can't make a chain work in their restricted worlds.

Tell me a game, any game, from around that time (2015) that does a better job at this while still providing the immense world size and immersion Witcher 3 does. A single game. The only example I could name is RDR2, which released 3 years later and had ~5x times (!) its budget ($81 million for Witcher 3, $370-540 million for RDR2).

Fighting Frontiers (a 1995 PC game featuring dynamic decision trees for ALL NPCs, and dialog that was actually not pre-determined)
Chancy (1999, an indie PC game) it features over 500 square miles of hand-crafted terrain and dungeons. No two dungeons even have the same textures, let alone same layout.
Fight For The Realm (2006) - another PC game thats still available - I'm not even going to go into the details of this one. You can google it yourself. It makes Witcher 3 look like Philomena Cunk.
