I’m sure he has water. Lots of larger breeds are just always panting like that. My half bernese half pyranese is sitting right next to me on the couch doing the same thing.

My 15lbs dachshund/Yorkie mix does the same, it's not just big dogs.

Oh I’m sure it isn’t. All my dogs have been BIG so that’s what I was certain about from experience.

Dogs pant to expel heat, this does not indicate thirst. Dogs do not sweat like humans, by panting they're taking in cool air and eliminating excess heat. Hoomans will often give dogs water and they look at you like your stupid because they don't need water, they just need to pant until they cool down.
